Private Sector Dialogue on Procurement Barriers for Local ICT Firms
On May 19th, 2025, the Center for Law and Innovation (CLI) participated in a high-level Private Sector Dialogue on the theme “Addressing Structural and Institutional Gaps in Public Procurement for Local ICT Firms,” hosted by the ICT Chamber. The event brought together key stakeholders, from public and private institutions, senior representatives from ICT firms and start-ups, and policymakers. The dialogue formed part of a broader initiative to strengthen Rwanda’s digital economy by addressing procurement challenges that limit local ICT firms' access to public tenders.

Garvey-Nkrumah Fellowship Training
The Center for Law and Innovation was honored to engage with the 2025 cohort of the Garvey-Nkrumah Fellowship Program, a prestigious leadership and professional development initiative named in tribute to civil rights icons Marcus Garvey and Kwame Nkrumah. The program supports aspiring lawyers of African descent through training in international law, public policy, conflict resolution, and global legal systems.

CLI x JASIRI: Training the Ntore Cohort
The Center for Law and Innovation (CLI), in partnership with JASIRI, delivered an intensive two-day training session for the Ntore cohort, equipping over 40 founders with the legal and ethical tools essential for building resilient, high-integrity ventures.

On May 13th, during the ALT Summit 2025, the Center for Law and Innovation officially launched TILAH Africa Ltd, a bold new venture under its Startup Empowerment Program.

Certa Foundation Joins the Rwanda Bar Association for the 31st Commemoration of the 1994 Genocide against the Tutsi
On April 25th, Certa Foundation joined the Rwanda Bar Association for the 31st Commemoration of the 1994 Genocide against the Tutsi in Rwanda at Kigali Convention Center, honoring the lives of victims including, Mandataires en Justice who were killed.

Rwanda SDG Initiative – Amplifying Digital Opportunities in Cross-Border Trade
Certa Foundation, in collaboration with the International Trade Centre (ITC), launched the Rwanda SDG Project under the theme “Amplifying Digital Opportunities in Cross-Border Trade.” This initiative aimed to empower cross-border traders operating through the Gatuna border in Gicumbi District by strengthening their digital competencies, deepening their understanding of trade policies, and promoting inclusive economic growth.

Strengthening Investigative Capacity in a Digital Age
On April 10th, 2025, the Center for Law and Innovation hosted a training session on Advanced Online Investigation Techniques led by Ms. Seana Holland, Director of Investigation at Levy Firestone Muse. With over 30 participants joining both in person and virtually, this session brought together legal professionals, researchers, and law students eager to sharpen their investigation skills. Ms. Holland, drawing on her extensive U.S. litigation and public defense experience, delivered a deeply insightful and practical training that left a lasting impact.

Policy Commentary: Rwanda’s New Tax Rollout and the Impact on The Digital Economy
This policy commentary by Program Associate Elvis Kwizera explores how the Government of Rwanda, through the Ministry of Finance and Economic Planning, has launched a revised tax policy to ensure the mobilization of resources through expanding the tax base, fair taxation, enhancing revenue collection, and optimizing tax administration.
