Effective victim protection in Rwanda requires understanding the current prevalence of gender-based violence (GBV), the institutional architecture for responding to cases, and the pathways through which survivors seek support. This section provides an overview of the scale of GBV in Rwanda and describes the existing legal frameworks, agencies, and response mechanisms in place. Establishing this context will help identify where gaps and shortcomings persist in protecting victims.
