Artificial Intelligence (AI) is increasingly reshaping economic, social, and governance systems worldwide, with applications spanning education, healthcare, finance, security, and environmental management. In the Middle East and North Africa (MENA) region, where development trajectories are shaped by distinct socio-economic, political, and ecological contexts, AI has emerged as a strategic tool for fostering innovation, improving decision-making, and supporting long-term development objectives (Pasmarti et al., 2025).

At the same time, the MENA region occupies a pivotal position in the global energy transition due to its exceptional solar and wind endowments. These geographical advantages have catalysed ambitious renewable energy strategies, positioning the region as a potential leader in low-carbon energy production and export (Vugar Abdullayev et al., 2023).
