On 16th October, 2025, CJA at Certa Foundation in Partnership with Kvinna Till Kvinna convened policymakers, advocates, academia, & the youth for the TFGBV Stakeholder Engagement 2025, in partnership with The Kvinna till Kvinna Foundation. Together, we explored the complex intersections of tech & gender-based violence under the theme “New Frontiers, New Risks: Confronting TFGBV in the Age of Digitalization.”

In her opening remarks, Florida Kabasinga, Founder & Executive Director of Certa Foundation, appreciated Kvinna till Kvinna for their continued partnership and emphasized that while technology offers new opportunities, it also poses serious risks, especially for women & girls. She noted that “85% of women experience online abuse,” a stark reminder of the pervasive nature of digital harassment and the urgent need for collective action.

Delivering the keynote address, Annette Mukiga, Country Director of The Kvinna till Kvinna Foundation, reminded participants that “TFGBV is a human rights issue.” She called for survivor-centered solutions & for digital spaces that protect, not silence, those who dare to speak out.

From powerful keynote insights to dynamic panels, discussions delved into:

Panel 1: Harnessing Technology for Safety and Empowerment

Panelists explored how digital innovation can serve as a force for equality and dignity. They discussed survivor-led holistic solutions, cross-border protections & how technology can be transformed from a tool of harm into one that uplifts & empowers.

Panel 2: Addressing Online Violence in the Digital Age

Experts unpacked how technology is increasingly weaponized to cause harm, noting that its boundless nature makes it difficult to investigate and hold perpetrators accountable. The conversation spotlighted AI-enabled abuse, child exploitation & online attacks against activists & women in public spaces, calling for stronger accountability frameworks, comprehensive digital safety policies & integration of TFGBV awareness in high school curricula.

Panel 3: Voices from the Frontline of Digital Spaces

This session amplified youth perspectives, featuring changemakers who shared lived experiences of navigating online spaces. They spoke on digital safety, advocacy, and resilience, urging for inclusive, secure & empowering digital environments that reflect the realities of young people without leaving behind persons with disabilities.

Panel 4: Shared Responsibility for Safer Digital Spaces

Bringing together voices from government, civil society, the private sector & youth, the discussion underscored collective responsibility in building safer digital ecosystems & holding tech companies accountable. Panelists emphasized that sustained collaboration and shared accountability are key to achieving lasting digital inclusion.
