Following the success of the African Law and Tech Network Summit 2025, the Center for Law and Innovation has released a new report titled Shaping Africa’s Legal Innovation Future: Insights and Recommendations from the ALT Network Summit 2025. The report captures key reflections, discussions, and forward-looking recommendations that emerged from the two-day Summit, which convened over 130 delegates from more than 20 African countries in Kigali, Rwanda.
As Africa stands at the crossroads of legal reform and digital transformation, the report presents a practical roadmap for reshaping the continent’s legal and regulatory landscape. Drawing on sessions led by policymakers, technologists, academics, and legal professionals, the report explores how African legal systems can respond to the rapidly evolving digital economy while remaining grounded in local realities. It reflects on urgent needs such as regulatory harmonization, ethical AI integration, investment in legal capacity, and the development of startup-friendly legal frameworks. At the same time, it calls for bold, coordinated action to ensure that Africa’s legal infrastructure is not only adaptable but positioned to lead global innovation.
This publication builds on the momentum generated at the Summit and reinforces the Center’s commitment to advancing legal innovation that is contextually relevant, inclusive, and future-facing. The report is a valuable resource for those shaping Africa’s legal, policy, and innovation ecosystems and offers concrete ideas on how to move from conversation to implementation.
