AI Leadership Training for Parliament

This month, the Ministry of ICT & Innovation, together with GIZ, Women Political Leaders (WPL), Cenfri, and the Center for Law and Innovation at Certa Foundation, delivered a high-level AI Leadership Training for over 100 Senators and Deputies. The session aimed to strengthen Parliament’s role in guiding the implementation of Rwanda’s National AI Policy and ensuring that public institutions are prepared for the rapid shifts in AI technologies.
The session featured practical, hands-on workshops facilitated by Fabiola Rutamu, Abraham Rutunda, with support from Ridwan Oloyede, Arnold Kabatsi, and Geoffrey Kabagambe. Abraham led sessions on AI tools for effective policy-making and AI governance, demonstrating how tools like Google Lens, translation software, document analysis, policy research, and budget interpretation can enhance legislative work. Fabiola led the FemAI – Gender and Inclusive Governance session, focusing on gender-responsive AI policymaking, diversity and inclusion, and addressing emerging digital risks such as online harassment, deepfakes, and cyberstalking. These workshops allowed participants to directly engage with AI tools and governance concepts, strengthening both practical and policy-oriented understanding.
The training introduced Parliament to the fundamentals of artificial intelligence and generative AI in clear, accessible language, while also demonstrating how AI can support everyday legislative work, from analysing lengthy documents to improving translation, research, and budget interpretation. Participants explored the limitations of these tools, including questions of accuracy, bias, confidentiality, and data protection, and discussed Rwanda’s AI governance priorities within the broader African and global context.
The training also reinforced Parliament’s capacity to guide Rwanda’s digital transformation ethically and effectively. By combining expert facilitation, hands-on learning, and inclusive discussions, the program demonstrated the tangible value of targeted AI capacity-building initiatives and highlighted the critical role of Certa Foundation in supporting informed, responsible, and forward-looking AI governance in Rwanda.
